Smeirat: Partnership marks a key step in Jordan’s transition from AI adoption to actively contributing to AI development
Riyadh, Saudi Arabia – Jordan’s Ministry of Digital Economy and Entrepreneurship (MoDEE) and Saudi Arabia’s artificial intelligence company HUMAIN have signed a strategic Memorandum of Understanding (MoU) to strengthen cooperation in artificial intelligence and support the development of Arabic AI models, talent, startups and advanced technology infrastructure.
The agreement was signed by Eng. Sami Smeirat, Vice Chairman of Jordan’s National Council for Future Technology and Minister of Digital Economy and Entrepreneurship, and HUMAIN CEO Tareq Amin, on the sidelines of LEAP 2026 in Riyadh.
The partnership represents a significant step in Jordan’s efforts to move beyond the adoption of artificial intelligence technologies and play a more active role in their development.
The MoU establishes five key areas of cooperation: advancing Arabic AI models; accelerating the use of AI across the public sector; supporting startups and investment in the digital economy; developing Jordanian AI talent and skills; and strengthening cooperation in AI infrastructure and specialized computing.
As strategic partners within the Arabic AI Models Alliance, Jordan and HUMAIN will collaborate on the development of advanced AI models for the Arab world, including ALLAM, a family of advanced large language models designed to advance Arabic language technologies and expand their capabilities and applications across a range of sectors.
The partnership will also explore opportunities to accelerate the adoption of AI in government by identifying priority sectors and developing scalable AI solutions. Cooperation will further support sovereign AI strategies and data localization in line with applicable legislation.
“This partnership represents an important step in Jordan’s journey from adopting artificial intelligence technologies to actively contributing to their development,” said Smeirat. “Our focus is on investing in talent, supporting practical AI use cases, and ensuring that Jordanian companies and professionals are part of the global ecosystem shaping the future of artificial intelligence.”
Smeirat said the Ministry is working to integrate Jordanian talent and companies into the AI development ecosystem, in line with the vision and directives of His Royal Highness Crown Prince Al Hussein bin Abdullah II to strengthen Jordan’s position as a leading regional hub for technology and artificial intelligence.
“Jordan’s strength lies in its people,” Smeirat added. “We are focused on creating greater opportunities for Jordanian talent and companies while attracting global and regional technology leaders to build, innovate and invest in Jordan.”
The MoU will create new opportunities for Jordanian companies to access advanced AI products, platforms, technologies and computing infrastructure, while exploring potential areas for investment and collaboration.
The partnership will also support training, upskilling, fellowships, practical training and talent exchange. It will further explore access to dedicated AI computing infrastructure to support the training, development and deployment of advanced AI models.
The agreement is part of the broader efforts of Jordan’s National Council for Future Technology to translate the Kingdom’s ambitions in emerging and future technologies into practical initiatives and strategic partnerships.
By strengthening collaboration with global and regional technology leaders, Jordan aims to accelerate innovation, expand its digital economy and reinforce its position as a regional hub for technology and artificial intelligence.
