The delay of the second phase of the Trump Gaza plan, agreed upon by all concerned parties and anchored in United Nations Security Council Resolution 2803 (2025), has imprisoned Gaza’s ceasefire inside a political holding cell.
This postponed phase was designed to address Israeli withdrawal, governance, humanitarian recovery, reconstruction, and implementation. Its delay gives the genocidal state of Israel a wider margin for military domination, the suffocation of recovery, the obstruction of reconstruction, and the continued bargaining over Palestinian life through a calibrated level of genocide that world powers have chosen to tolerate.
Dimitri Diliani, Spokesperson for Fateh’s Reformist Democratic Faction, stated: “The genocidal state of Israel still controls more than 60 percent of Gaza, and Israel’s war criminal Prime Minister openly calls for expanding that control to 70 percent of the genocide-ridden Palestinian Strip, as the phase two file remains buried under tactical bargaining. Nearly 73,000 of our people have been killed since the state of Israel launched its most recent genocide against our people in October 2023, and nearly 1,000 more have been killed after the last ceasefire began. This is Israeli genocide enforced through military control, crossing strangulation, conditional aid, and the deliberate weaponization of survival.”
Diliani added: “The United Nations Office for the Coordination of Humanitarian Affairs, OCHA, reports that most Gaza households cannot meet the minimum of 6 litres of water per person per day, and daily meals fell from 1.5 million in mid March to 678,000 by late last month. In the first half of May alone, 2,042 malnourished children required treatment, including 737 severe cases. Any Palestinian hand that treats implementation as leverage, rivalry, or factional arithmetic answers before our people, while Israel remains the architect, perpetrator, and chief beneficiary of this crime.”
Diliani stressed: “The World Bank estimates Gaza’s reconstruction needs at about $71.5 billion, with unemployment at 78 percent. Delaying phase two keeps our people in tents, ruins, hunger, disease, and forced dependency, while the genocidal state of Israel exploits every postponed obligation as a license for continued genocide and ethnic cleansing.”
Fateh’s Reformist Democratic Faction affirms that implementation is a national, legal, and moral duty owed to our people, not a bargaining file for diplomats, politicians, or occupying authorities.
